Dennis McKeever has over 22 years of experience and focuses his practice on general board counsel, board ethics, negotiations, and construction law. Dennis has given numerous presentations on school ethics, negotiations, and construction. Dennis’s expertise in these areas brings knowledge and experience regarding policies and procedures related to personnel, labor law, construction, contracts and negotiations, and student issues.

Dennis has served as chief spokesperson in representing public employers in labor and collective bargaining. He provides cost effective and economic assistance, either as consultant or spokesperson, in all areas of bargaining, including the construction of salary guides and scattergrams. His understanding of the institutional models used in collective bargaining focuses on timelines, the review and application of current negotiation trends and data analysis with an emphasis on communication among all parties for a collaborative approach in achieving settlements.

Dennis has managed all aspects of school construction on behalf of his clients. This includes pre-referendum planning, inclusive of review of architect contracts, construction management contracts and the NJSDA grant application process. Dennis routinely reviews bid specifications for legal compliance and has handled challenges to bid specifications before the Superior Court of New Jersey. Once bids are received, Dennis reviews the bid proposals from architects to determine compliance with N.J.S.A. 18A:18A-1 et seq and the bid specifications. He has appeared before the Superior Court, Appellate Division, and the Office of Administrative Law with respect to bid protests filed on behalf of contractors.

Dennis has handled numerous construction claims both during construction and post-construction before the American Arbitration Association. Dennis has filed actions against bonding companies for failures on behalf of their insured/contractors. He is experienced with construction close-out procedures inclusive of New Jersey grant forms and documents. Dennis is licensed by the American Institute of Architects to draft construction documents including, but not limited to, contracts between the owner/architect, owner/construction manager, owner/contractor as well as change order and construction pay applications.

Prior to joining CLMC, Dennis was a founding partner of a firm specializing in education law, and a shareholder in a mid-sized general practice firm where he was a member of the Education Law Group.
