Chasan Lamparello Mallon & Cappuzzo, PC has added three attorneys, who collectively have decades of experience, to its education practice group. Attorneys Dennis McKeever, Marcie Mackolin and Jaclyn Morgese have joined the firm and will concentrate their practice on school law generally and as counsel to boards of education.

Lamparello. “Their deep understanding of the legal issues facing schools and boards of education will further strengthen the firm’s Education Law Department, allowing us to bring enhanced services to boards of education throughout New Jersey.”

Dennis McKeever has over 25 years of experience in school law and focuses his practice on general board counsel, board ethics, negotiations, and construction law. He has extensive knowledge of policy and procedural matters related to personnel, labor law, employment investigations, school construction, student issues and contracts and negotiations, having served as chief spokesperson in representing public employers in labor and collective bargaining. Dennis regularly handles grievance arbitrations, tenure cases, Public Employment Relations Commission (“PERC”) actions and Office of Administrative Law (“OAL”) actions. Additionally, Dennis has managed all aspects of school construction on behalf of his clients, from pre-referendum planning, to review of architect contracts, construction management contracts and the New Jersey Schools Development Authority grant application process. Dennis routinely reviews bid specifications for legal compliance and has frequently handled challenges to bid awards before the Superior Court of New Jersey, as well as in the Appellate Division, and before the OAL. He has also handled numerous construction claims both during construction and post-construction before the American Arbitration Association and in court. Dennis regularly drafts American Institute of Architects construction documents including, but not limited to, contracts between the owner/architect, owner/construction manager, and owner/contractor. Dennis is involved in his community having served a trustee for his alma mater, Oratory Prep, president of the local little league and as a member of the Police Athletic League.

Marcie Mackolin comes to the firm with 25 years of legal experience, the last 11 of which have been focused on education law. Prior to serving as counsel to school boards throughout New Jersey, Marcie concentrated her practice on criminal and municipal court defense, including being a founding member of a New Jersey organization specifically for attorneys with expertise in the field of DWI defense. Marcie was a pool attorney for the New Jersey Education Association, where she provided legal defense for public employees facing criminal charges and/or termination of employment. Because of her unique background, Marcie has a broad understanding of education law both from the employer and employee perspective. Previously, Marcie has served on the Monmouth County District Ethics Committee, as well as various committees through the Monmouth County Bar Association and was a member of the Hayden Proctor Inns of Court.

Jaclyn Morgese joins the firm with 10 years of experience representing boards of education throughout the State. Jaclyn concentrates her practice by serving as general and labor counsel, with specific expertise in collective bargaining negotiations, construction, and school ethics. She also serves as a salary guide consultant to assist boards with restructuring and modifying existing salary guides to address significant financial issues. In addition to her education law work, Jaclyn has extensive knowledge in land use and zoning laws and has served as counsel to a municipal zoning board of adjustment. Jaclyn also previously secured a 2017 Presidential Pardon for a client from President Obama. On a personal note, Jaclyn is a founding member of the Union County Daughters of Ireland and serves on its Scholarship Committee.
