Jaclyn M. Morgese is an Attorney Of Counsel of the Firm and focuses her practice on representing boards of education. Jaclyn concentrates her practice by serving as board counsel and has specific expertise in the areas of collective negotiations, construction, school ethics, and personnel matters. Jaclyn regularly attends board meetings where she provides detailed, client-specific legal opinions, drafts and reviews board policies and regulations, and consults on various personnel and student matters. Jaclyn also provides legal opinions on all areas of school district operations. She has extensively studied the School Ethics Act and the Public-School Contracts. She has developed an ability to properly execute a thorough and in-depth review of a board’s tenure and seniority lists.
Jaclyn focuses her practice on labor and negotiations. With over a decade of experience, she has developed an expertise in salary guide construction and development. She serves as a salary guide consultant to assist boards with restructuring and modifying existing salary guides to address significant financial issues.
Jaclyn attended Syracuse University College of Law. While attending law school, her article, Proper Misuse: How Courts Should Develop Copyright Misuse to Protect Copyright Holder’s Brand Image and Reputation, was published in the 64th volume of the Syracuse University Law review. Jaclyn also served as a member of the Criminal Defense Clinic, where her main task was the representation of a client seeking a Presidential Pardon. Jaclyn’s work secured a 2017 Presidential Pardon from President Obama.
Prior to joining CLMC, Jaclyn was an Associate at a firm specializing in education law and a mid-sized general practice firm, where she was a member of the Education Law Group.
