R. KOBIN
Thomas Kobin's practice focuses on civil litigation, governmental, school, labor and employment law. He represents individuals, municipalities, counties, authorities, and school boards in a variety of litigation and compliance matters involving the following areas: collective bargaining, employee grievances, employee disciplinary hearings, tenure proceedings, student discipline, pupil records, public bidding, public contracts, construction, elections, commercial law, family and medical leave, Americans with Disabilities Act, Open Public Meetings Act, public records, land use, civil rights, Constitutional law and discrimination and harassment claims. Tom also prepares and implements policies prohibiting discrimination and harassment, and he provides training under those policies.
Tom participated significantly in the formation of the North Hudson Regional Fire and Rescue, the largest regional fire and rescue department in the State of New Jersey, joining five municipal fire and rescue departments. The NHRFR is now a model for regionalization, both locally and nationally.
Tom is the Board Attorney for the East Rutherford Board of Education. Since March 1998, Tom has been the Public Defender for the Township of Boonton.
Following his service as Law Clerk to the Honorable Edward M. Coleman, J.S.C., Somerset County, New Jersey for the 1994 to 1995 term, Tom became an associate with a New York City firm. He joined Chasan Leyner & Lamparello in January 1997, becoming a principal of the firm on February 1, 2002.
Tom is a member of the New Jersey School Boards Association and the New Jersey League of Municipalities, Institute of Municipal Attorneys.
