We are pleased to announce that Judge Julien X. Neals is returning to CL&L as a Partner.
Julien first joined CL&L as an associate in 1992 after a clerkship with the Honorable Seymour Margulies, J.S.C., Superior Court of New Jersey, Hudson County, Law Division. During his 14-year career at the firm, Julien’s practice focused on litigation in the areas of civil rights, governmental law, commercial law, corporate law, employment discrimination and criminal defense in both State and Federal Courts. He also practiced in the areas of copyright and trademark law.
Julien left CL&L in 2006 when the Honorable Cory Booker asked Julien to serve in his administration in Newark. Mayor Booker appointed Julien Newark’s Chief Judge of the Municipal Court where he served until 2008. From 2008 to 2010, Julien served as Corporation Counsel for the City of Newark, where he oversaw the City's Department of Law and its staff of 45 attorneys. From 2010 to 2014, he served as the Business Administrator for the City of Newark where he was responsible for the preparation of the City's budget and oversaw the City's day-to-day operations and its ten municipal departments.
